From what I have gathered:

Taylu_b was originally going to dispute and get the FF Win.
After reconsideration he decided just to let the match go.
TPG Admin ( Tox ) intervenes and suggests they do a rematch instead of just letting it go.
Things get blown out of proportion on the forums.
Char spews out 5 pages of trolling.
Narc decides to just let Mindflow have the FF Win to end this madness
Char still spews out more trolling and complaining even though he got what he wanted

Illegal rates:

Players may not go below the minimum approved values. Failure to do so will result in that player's team will be awarded 0 points per half;one player rating, first half 0 points, two players rating, first and second half 0 points and a minimum one game suspension.

TPG admins will review each case separately and determine what, if any, remedy is required for each situation.

For someone that is so dead set on following the rules to the "t" you really stopped reading that rule, because in the same rule that you are using as a basis for your argument also has a second part to the rule. The same person that wrote that rule also added that rule. Why is that? Maybe because they know every online dispute will be alittle different. Thus causing the addition to that rule. You can sit here and call it corrupt but, I as with most call it a tpg admin reviewing each case separately and determine what, if any, remedy is required for each situation.
