Making this list has been suggested numerous times, but if you really get down to it things such as "stopsound" and "cl_particlefx 0" are illegal, but most people use them. Basically if you can't tell from watching a demo or taking a screenshot it probably won't stop people from doing it.

Although since the game is at a point where there are very few new people entering the game and playing in leagues that we could probably make exceptions for long standing traditions and just deem them legal. Currently they actually are NOT legal:
