Historically, cheaters have never been banned from participating in DoD lans. I see no reason for them to be banned now. They won't be able to cheat on LAN so it doesn't matter anyway.
I believe CPL had a policy that would have prevented a team with a banned cheater from keeping their seeding, or something along those lines, to discourage teams from cheating online to improve their seeding at the LAN event. I don't think anyone has been banned from a LAN for being caught cheating online.

Just to clarify, TPG bans won't have any impact on your ability to attend Vegas LAN. But, I'm thinking about making it so that anyone with an active TPG ban for cheating at the time of the LAN won't get a swag bag or raffle tickets for prizes, and their official Vegas LAN badge/lanyard will be full-retarded.
