The way it was explained to me, Dustin had Justin's account info and used the account to cheat in a 12 man or something (big surprise). So they just added that ID to the list.

I remember that happening awhile back, after "Justin" was blatantly wallhacking in a saints 12man. Guessing it happened more than once though.

Perhaps it is beyond stupid to give your steam account to someone who is likely to cheat?

What I heard was that Justin's continual acceptance of asian culture and willingness to become Asian himself, led to him being cast out by the brotherhood of Anglo Saxons. This is merely retribution for abandoning his white brothers.
