What was the purpose of this? Should I be using it?

Purpose was for Windows XP to disable mouse acceleration since it was forced on playing OpenGL games. There are different mouse fixes out now for Windows Vista/7.

if you are using Win 7 or Vista i would advise you to use "MarkC_Windows7+Vista+XP_MouseFix_Builder_1.4" it stops mouse acceleration, so that the movement is always the same whether you move your mouse slow or fast.

Absolutely essential for improving your aim IMO. If you use the markc fix make sure you check to see if accel is still active while playing a game. Use the program he includes with the dl, I think it's called Mouse Recorder. You may have to add some commands to your launch options to ensure it's completely off as well.

I don't have markc mousefix installed currently.. I just turned off enhanced pointer precision in mouse options. Is it worth it to install the mousefix?

used to use cpl mousefix.
Switched to dod launch options "noaccel something" after vista or win7.
Not certain if they do exactly the same, but I guess I gotten used to it and it doesn't matter.
-noforcemaccel -noforcemparms
can anyone confirm that this does the same as mousefix? ( I just copy pasted this of someone else years ago)
This fix may be alot easier than searching for the right mousefix for the right os.
