How do I maintain 100 FPS within the settings?

fps_max 90
cl_particlefx 0
cl_bulletejects 0
in launch options:
-32bit
-dxlevel 90
-freq x (x= whatever your monitor refresh rate is
-nojoy
-gl (to run in opengl mode // -d3d to run in that mode)
-32bpp

what about for normal nvidia card? when I my fps to 100 max? When I shoot an automatic weapon i notice little bit of lag spike in the rate of fire.

dod doesn't handle 100 fps very well you should set it to 90
